Automatic weekly Outlook email that feeds from Excel list

Hi,
I need to automate a weekly email that sends all my colleagues a template that feeds from an excel file which contains tables and pivot tables with the info. The template has a response option that should save their answers in another excel file triggered by a botton.
The email should be matched first where my colleagues ONLY recieve emails with the template of sellers that operate in the same country. For those colleagues that are from the regional team (REG) they can recieve templates from sellers of ALL countries.
The possibility that comes to mind is through Macros or VB but open to any other solutions
