Automate Excel Task - Update Master Worksheet from Other Sheets 'Electric' and 'Bank'.

I have a workbook with 3 sheets Electric, Bank, Master and I want to update entries from Bank and electric Automatically to Master sheet as per condition. I have attached here sample data sheet and instruction text file. Any one who is expert in VBA can do this simple task within 4-5 hours.
