Annual Report Conversion & Scaling

I have a complete annual financial report in PDF that needs to become a fully editable Excel workbook while still looking exactly like the original pages. After the conversion, every monetary figure has to be rescaled so the revenue line shows 15 million (all other numbers should move proportionally so the statements remain balanced).
Key points you must follow:
• Keep the layout identical to the PDF—fonts, column order, headings, subtotals, everything.
• Focus on revenue as the anchor figure; once it reads 15 million, adjust the rest of the sheet so ratios and relationships stay consistent.
• Use native Excel formulas wherever possible (no hard-coded values buried in text).
• Provide a short note explaining the scaling method you applied.
