Advanced Excel for Daily Construction Reports

I want to take my excel workbook and turn into a computer-based inspection report app that saves into its own database for retrieving reports at a later date and time. I run an inspection company. I would like to improve my daily reporting by keeping everything in a computer-based daily report and database. organized and easy-to-navigate. Take from Excel spreadsheet and turn into a computer-based app. I am looking for someone with advanced skill to build the customized report and database.
Main requirements are:
* A customized computer-based report that calculates both daily and cumulative totals.
* Formulas that process data for labor hours, materials used and equipment hour and keeps daily and
cumulative totals.
* Special formulas that convert atmospheric conditions such as wet bulb, dry bulb, R.H% & dew point.
* Ability to attach daily pictures directly to the daily report form.
Ideal skills and experience:
* Advanced skills in building database apps including formulas and functions.
* Experience in creating interactive apps.
* Knowledgeable in data conversion formulas, particularly for atmospheric conditions.
* Sufficient understanding of construction and inspection reports.
