One pager with excel file

PLEASE READ FIRST: I have a excel file that I would like to have as working data file in a website.
Ideal would be single page with a login screen with email addres and password + capcha in order to login to sent a code to the regustered email address.
Also option to register.
Once logged in the excel worksheet should be visible like a web page and a professional tab on the left to switch between tabs, only data can be added or selected.
Need to be clean and minimalistic. Please sent me a message only if you have read above and capable of doing it also only if your price not exceed for my asking price.
