The goal is to create a decision matrix and flow-down system based on key operational questions (what, when, how, etc.), including:

* Classification of **critical vs non-critical lifting operations**
* Associated **risks and safeguards**
* A clear **decision-making workflow**
* Final output in the form of a **practical checklist/template**

Key Requirements:

* Excel (.xls/.xlsx) format
* Clean, professional, and easy-to-use layout
* **Color-coded logic** (e.g., risk levels, decision outcomes)
* **Dropdown fields / data validation**
* **Tick boxes / checkboxes**
* Logical flow between inputs and outputs (basic formulas or simple automation)
* Separate or integrated checklist for **critical and non-critical lifts**
