Excel Automation and Formatting

I need an Excel expert to set up an automated, dynamic highlighting system. The sheet should maintain its formatting, whether there’s 1 row or 40 rows.

Requirements:
- Compare paired cells in columns I & J, L & M, and O & P.
- Highlight the pair with the lowest value in yellow (Color 65535).
- If the lowest value occurs in two pairs, highlight both pairs in red.
- Highlight both cells in each pair together.
- Exclude cells with text, blanks, or black fill.
- Highlighting updates automatically when values change.
- Must not disable Ctrl+Z.
- Autocopy formulas to newly added rows without converting to a table.

Ideal skills: Proficient in Excel 365, experience with conditional formatting, and dynamic range management.
