Daily schedule (replace and excel file)

I work in a flight school and we are using an excel file to plan the daily activities that include flights, simulators, lessons and administrative duties. In excel is very difficult to identify overlaps of timings between activities with the same personnel. Also whenever we have more or less students, or we plan more or less flights, I need to resize the schedule, cut and insert lines etc. I want someone to take the excel file I attach and use create a friendly GUI to use to plan the daily activity and keep log of the schedules. The GUI should look like an excel where you select from drop down lists the data and according to what you select it filters the rest of the selections you can make. It should highlight conflicts (overlaps in timings) but allow the user to override. It should count the events per person and use this counter to arrange the suggested names from least events to most (in order to select the IP or student with less events and come out with a balance workload). It should also count the events per person from the beginning of each week and show a counter. Drag and drop functionality for the names as an alternative to drop down should be available. The app should allow to insert/remove new IP and SP. The final schedule should be printable and the format should be adjustable. A calendar with all the IP and SP should be also part of the app. In this calendar I will insert the duties of each person so that the daily schedule can update who is present on each day. The calendar should also show the number of events for each day per ip.
