Event Planning : Need to organise an original Hallmark event

I have a project due, where I need to create a hallmark event for a city, the event needs to be original in some form and have to answer some questions pertaining to the vision of the event, how the event is a hallmark event, some event hazards that could occur and green initiatives to incorporate into the event.
