Erc20 token

I'm looking for an experienced professional with a PROVEN track record of delivering erc20 tokens on the Ethereum Blockchain. I will not respond to anybody that hasn't demonstrated a proven ability with a portfolio of creating/coding erc30 tokens with strong knowledge of solidity.
I wish to create a token that will incentivise investors to add/hold their position once they've invested into my project. I've noticed so many tokens dump because people treat this class as a pump and dump. Therefore, I'm looking for a developer who is able to source a contract in a way where holders can only sell a % of their tokens once certain market cap milestones are hit. An example would be 10% of a holders tokens can be sellable when a market cap of 1mill is reached, 20% when a market cap of 5mill is reached and so forth.
