Management of CFEs PDF automatically using Dolibarr ERP/CRM

I am looking for Dolibarr expert.
I hope he can develop the module that manage CFEs automatically.
This Module have to:
1. Issue and electronically sign CFEs authorized by the Company.
2. Enable automatic submission to the Company through official Web Services (Reception and Inquiries).
3. Automatically send the receipt PDF files to the recipient via email.
4. Receive, record, and view CFEs issued by third parties (suppliers).
5. Integrate with Dolibarr's native modules: invoices, credit notes, delivery notes, customers, and suppliers.
6. Respect and manage numbering and Generate QR.
7. Enable the uploading and management of digital certificates and CAE from an intuitive configuration interface.
