Flood Risk Management Plan - for a domestic property development

Prerequisite:
In order to qualify you must be able to prove you are a suitably qualified engineer (civil engineer specializing in flood mitigation, floodplain engineer, or equivalent).

High level scope:
A Flood Risk Management Plan must be developed for a domestic property development.

Report requirements:
A Flood Risk Management Plan (FRMP) must be prepared by a suitably qualified and experienced engineer and submitted to and approved by the Responsible Authority. The FRMP must address (as a minimum):

a) an overview of the flood hazard and risk, including flood characteristics;
b) how key flood risks will be managed, including a direction that occupants will evacuate as the primary management action and when it is necessary to shelter in place.
c) potential impacts associated with progressively severe floods;
d) what structural and non-structural measures have been undertaken on the site to address flood risk;
e) what to do before, during and after a flood event that is likely to impact the site, including:
i. how to recognise a flood that is likely to impact the site / rising flood waters;
ii. the things that will need to be done in the lead up to and during a flood event that is likely to and / or does impact on the site;
iii. response on the site to flooding – specific response actions and triggers aimed at reducing damage and protecting life and property such as site shut down, strategic withdrawal / relocation of personnel, etc;
iv. things that need to be done after a flood that impacts on the site (or triggers the FRMP) in order to return the site to full operational status;
v. things that will need to be done routinely regardless of flood activity (i.e., the preventative and fault-fix maintenance regime);
vi. activities that should be completed after a flood that does impact the site;
vii. plan location – hard and soft versions (only soft/digital versions are required for this project); and
f) plan maintenance and review by a suitably qualified and experienced engineer, maintaining currency of information and review of FRMP at regular intervals or post a flood event impacting the land.

The report should clearly demonstrate that the above requirements have been addressed.

Milestone payments:
10% - upon acceptance of project
50% - upon issuance of report
40% - upon approval of report by the Responsible Authority. NOTE: Please allow for one revision. Please allow at least 20 business days for review by the Responsible Authority.
