Environmental or Civil Engineer to perform LCA

I am looking for a civil or environmental engineer to do a task related to life cycle assessment (LCA). the LCA will be only theoretical since we have not yet started the production. This LCA shall convince potential investors to invest in this technology. The LCA shall be done according EN15804 / ISO 21930.

Are you able to finish the theoretical LCA without production data and verification?
