Comprehensive Culvert and Floodplain Design

I'm seeking an expert to help design a culvert and gravel driveway in a floodplain for a residential project (single home access). I am currently under contract on a parcel of land in Cabarrus County North Carolina. It will need an engineered culvert and gravel driveway design to cross a creek (20 feet wide). It is in a 100 yr flood zone. Cabarrus County Planning and Zoning said we will need a Floodplain Development Permit and I'm told that needs to include a flood study. The culvert and gravel driveway are all we are doing in the floodplain, the house and all utilities will be outside of it. The seller told us that the damaged culvert has been there for over 30 years and failed in early 2024 with the flooding that hit this area. It has two 24 inch concrete pipes.
