proposed landfill management

i would like to make a proposal to the local authority to build a cheap yet efficient to manage the landfill in order to manage about 400 tan municipal waste (MSW) everyday.
waste characteristic as below:
1. 58% organic (mix of green waste and organic waste(most from wet market)
2. 17% wood, glass, fabric, rubber, sand and other
3. 14% plastic
4. 9% paper
5. 2% metal
