Water Quality Plans: Newport & Laguna

I need two stand-alone Water Quality Management Plans—one for the City of Newport Beach and another for the City of Laguna Beach. Each plan has to satisfy the most recent local municipal regulations and review checklists unique to the individual city; state or federal frameworks may be cited for context, but conformance must be proven at the local level.

My key concern is nutrient loading, especially nitrates and phosphates. Please quantify existing conditions, model expected reductions, and recommend site-appropriate BMPs capable of meeting the cities’ performance criteria. Use any recognised hydraulic or water-quality modeling tool you normally rely on (e.g., SWMM, BASINS, or similar) as long as the methods are accepted by the two municipalities.
