I’m ready to move our project past the grading phase and need a consultant who can assemble a complete Storm Water Pollution Prevention Plan that satisfies our Base Flood Elevation (BFE) requirements. Your primary task is the SWPPP document itself, but it must be informed by a focused hydrological survey that covers three items I’ve already scoped in: flood risk analysis, water-quality monitoring, and a review of the proposed drainage system design.

Here’s how I see the workflow:

• Hydrological survey – Collect the data needed for flood-risk modelling, sample and report on key water-quality parameters, then evaluate the current drainage layout for capacity and compliance.
• SWPPP preparation – Translate the survey findings into the formal SWPPP, aligning with federal, state, and local guidelines, and incorporating best-management practices for erosion and sediment control.
• Final package – Deliver a submission-ready PDF (plus native files) that I can hand straight to the permitting authority, complete with all appendices, figures, and certification statements.

Acceptance will be based on clear linkage between the hydrology results and every control measure you propose, citation of applicable regulations, and a concise executive summary I can share with non-technical stakeholders.
