Create an Enterprise Cloud Architecture for a Website that complied with data collection globally and is capable of scaling to 7M concurrent users worldwide

We are a new startup and looking for a Cloud Architecture strategy that will:
1. Scale from a POC in Australia location to a global base of 7M+ Concurrent users globally
2. Support Multimedia streaming without datalag across concurrent users base
3. Integrate with other cloud provider services for data capture that is secure and cannot be tampered with

We are looking for a candidate to provide initial brief as a once off, and provider contacts to enable costings to feed into business model, and then for the right candidate, potential for ongoing work as the Company moves from concept to realisation.
