resource allocation for vehicular communication

I am looking to hire a freelancer to help me with a resource allocation project related to vehicular communication. This project requires the freelancer should be a OMNeT++ simulation expert to strategically allocate resources. The timeline for this resource allocation project is less than a month, so the successful freelancer should be able to allocate appropriate and necessary resources all within this timeframe. The freelancer should be highly knowledgeable with OMNeT++, VEINS, INET, SUMO, SIMULTE, SIMU5G, as have experience working within the vehicular communication.
