I need a fluid dynamics consultant

I need a consultant to look at the layout of the drainage system of an aquaculture farm. The drainage is malfunctioning, not draining the water quickly enough. We expect it to be a flaw in the design of the plumbing. A report has to be written about the efficiency of the plumbing system and whether it is capable or not of draining the amount of water required.
