i need a civil engineer to emulate storm water management system.

I am the treasurer for Rivendell HOA in Vancouver WA and live in a 234 home subdivision. We have a problem with the County/Developer decision to install raingarden/bioretention system in the subdivision. In review County Storm Water Management manual it appears that it might be installed improperly and if not , it is still a safety hazard and a eye sore. I would like someone to review the permit data and plot plans to see if we can figure out a fix and who is responsible.
The construction was accomplished in 4 phases and the problem is in phase 1 thru 3. Phase 4 was built using standard street drainage system.
Phases 1 thru 3 contain 135 homes and has 114 storm water drains. The biggest problem is 106th Way which is phase 2, and it has 36 lots and 38 drains. The whole street along both sides are either concrete driveways or biorientation pits that are 4 feet wide and 18 inches deep. They are unsafe and make it impossible to park along the road because there is no landing on the passenger side.
