To guide you:

- The official PE Civil Specifications document can be found at this link: https://ncees.org/wp-content/uploads/2023/10/Civ-WRE-April-202473.pdf
- The official PE Reference Handbook is attached.

Problem Requirements

- Reference Utilization: Problems should encourage efficient use of the PE Reference Handbook and the external references listed in the NCEES specifications file above.

While the majority of problems must be designed using principles, concepts, or formulas from the PE Reference Handbook, a significant portion must incorporate external design standards and codes. The goal is to help students develop the ability to navigate and apply these references quickly and effectively.

Balance: 80% of problems must be practical. 20% must be conceptual/theoretical to ensure deep understanding, requiring the selection of the correct statement, diagram, or value from a reference table. The vast majority of problems must be solvable under 6 minutes, with at least 2 steps. About 10% of problems should require 4-5 steps.
- Unique and Challenging: Questions should be non-repetitive, with exam-like difficulty and tricky answer choices (not easily eliminated).
- Step-by-Step Solutions: Provide detailed, step-by-step explanations for every question.
- Diagram Inclusion: Professional diagrams/tables must be included where needed (At least 250 new problems must include professional diagrams).
- Topic Referencing: Each problem must specify:
A) Exam topic
B) Formula/code section used
C) Page number from the reference material
- Google Docs Workflow: All problems must be created and shared using Google Docs at the start of the first milestone.

Additional Requirements

- Plagiarism-Free: All problems must be 100% original. We will verify using Quetext and Turnitin.
- Deadlines: Strict adherence to deadlines is required. Every 5 days of delay results in a 5% fee reduction.
- Proven Expertise: Prior experience creating PE-level practice problems is preferred.
- Communication: Regular updates and responsiveness are essential.

Timeline

- Timeline: 60 days
- Milestones: Every 100 questions must be submitted for review before proceeding.

Important Notes

- No Lengthy Calculations: The exam avoids tedious matrices and lengthy calculations—problems should reflect this.
- Plagiarism Clause: Any plagiarism will result in contract termination and non-payment.
