STATE OF TEXAS structural engineer stamp needed on plan

I have a pool I am building that is less than 5' from water to home foundation. The water will be greater than 48" from home foundation to the water. The depth of the pool at that point will be from 4 feet to 4.5 feet in depth. The house is a 1 story with only a bedroom inside the wall area. We need an engineer stamp so that we can clear the HOA approval to dig the pool
