Spring water management

I'm looking for someone to help with a small-scale spring water management project on my property. I need help in identifying the spring water source, (I know approximately where it is), plus developing conservation techniques to redirect the flow downhill in a more focussed way. Unfortunately, I don't have any existing infrastructure at the location of the spring in place, so the person hired will need to come up with a solution from scratch. I'm looking for an experienced professional to handle this project, as the results will have a large impact on the quality of life on my property. There is a drainfield capture system at bottom of hill (about 100 feet below), to which I want spring water to be directed. Currently, flow downhill is random and is causing problems for my house at the bottom. It is now flowing 12 months of the year at about 70 gallons/24hour period in a random fashion.
