Seeking Someone To Create A Photo Scanning Program -- 3

I need to have a photo scanning program created and written which would be universal to all scanners which utilize either TWAIN or WIA or both. This would be a desktop program, not a mobile app and I have some examples of what features I'd like included. Ideally you have extensive background with imaging software, permissions, etc. It is important that the program be immune as possible to Windows updates. I am eager to get started as soon as possible, but I've got to be sure I have the right person. I understand this will not be an inexpensive endeavor. Please be extremely fluent in English, professional, communicative, work with integrity and have references or evidence of why you are truly qualified for this project.
