SMS-Based Text Messaging Platform Development

The platform on my PC should allow me to send and receive messages via multiple phone numbers over 30 ( real phone numbers with active SIM card , not virtual ) , from my PC

Actually the platform must be an upgrade of the WINDOWS PHONE LINK ( https://www.microsoft.com/en-us/windows/sync-across-your-devices?r=1 ) with the below features :
1) With WINDOWS PHONE LINK i can sync one mobile phone ONLY to my PC .
Instead my desiree platform should be enable to sync 30 + phones numbers and not only one
Phone numbers are NON virtual but real , with active physical card
2) with my desiree platform , I can overall the entire 30 phones numbers , and send/receive text messages on each of the numbers independently.
3) WINDOWS PHONE link use the bluetooth device to sync the phone . But bluetooth cannot handle 30 + phone numbers , so i believe the sync must happen using QRCODE AND same wireless newtwork.
4) a IOS app creation is also welcome
