Pontoon design - for replacing the fender in the jetty with Bridge crane

We need a pontoon to be constructed to replace the Fenders in Port jetty
This pontoon will be fitted with a bridge Crane. The lifting capacity of the crane shall be 15 tonnes. Crane moving Length shall be – 3600 mm.
Lifting Height is 4.0m Meter as the Maximum fender height is 3.8 meter
Pontoon size is to be designed to handle the 15 tonnes of fenders
we can place chain block pully instead of Electric Hoist as the frequency of the operation will be very less maybe once in a month.
The maximum size of the fender is - Height 3.70m x wide 1.80m x thickness 0.18m the fender drawing is attached here for reference, sample "A" frame bridge crane video is attached for reference.
Pontoon stability needs to be confirmed by design analysis. anode size and number and location of fixing to be designed.
