Engineering services for design of plan for regrading a hill to a common creekbed

Behind my fence is a dry creek and there is a lot of runoff from the neighbors yard and the general creek. I need to have an engineer come up with a plan on best way to regrade the area and then what is the best way to protect the area from further erosion.
