An array of 3 cell phones. 2 antiquated without cellular contract. One active.
Active cell coordinates the other two through blue tooth or wifi to form a directional audio array. The array detects direction of deep bassey notes from loud vehicles. Bothe stationary and mobile.
The active cell will need to keep a 5 minute record of where the bassey emission emanated from. The active cell will collect audio data from non sub cells and perform triangulation calculations. The active cell will need to upload the location data to a central server for review by law enforcement.
The active cell needs to have a report button to be used by the operater when the operator wishes to signal personal disturbance.
The non subscription cellphones will need to keep a time clock indexed record of there audio sensors. Noise amplitude will not be reliable with old devices but the internal time clock will need to sink with the active cell often to maintain accuracy.
The system will need to have a network connection with law enforcement.
I figure the position of the non subscription cells can be recorded by the active cell during installation. With the non sub cells in two corners of a yard and the subscription cell on the operators night stand.
No existing legal framework will allow law enforcement to act on data from such an apparatus so leagal fraimwork will need to be fabricated.
I expect that if law enforcement can axces volume data from other independent sub cells , this would bypass complications of civilian testimony/ absence of law enforcement in the moment.
