Design a pemf machine

I'm looking to design a PEMF machine that can be used for equine and companion animal/human pain management and performance. For this project, I have a specific design in mind and am looking to stay within a budget of less than $500. I need someone who is very knowledgeable and experienced in terms of magnetic field therapy and can create a well-designed and well-functioning PEMF machine. The new PEMF machine needs to be reliable and effective, and be tailored to fit my needs and requirements.
