Build a program with video could be web based

I am trying to do a drawing that eliminates numbers as digits are drawn. here is a short description of how I would like it to work.
On the screen which will be put onto a green screen I need lottery numbers displayed. There will be 100,000 to 2 million numbers to start with they will be formatted as such MH-1234567 the letters will change with drawing but will be the same for all tickets in the drawing. I would like to upload a cvs file of all the numbers and the starting screen would display them all i know they will be very tiny.
Next I need to be able to enter a random first number in this case it would be for the 1 in MH-1234567 our numbers start at 1,000,000 and go to 2,999,999 but we will be drawing a number between 0 and 9. If we draw for this first column a 8 the program should eliminate all lottery numbers not having an 8 in this position. If the program is eliminating all numbers it should say "no matching numbers draw again" and leave all numbers in play. For this first position it is going to be a 1 or 2 once one of these numbers is drawn say it is a 1 it should remove all numbers that do not have say a 1 in this first position. This will make the numbers on the screen get larger but still probably very small. We would like to repeat this process for the remaining columns 2,3,4,5,6,7 until we have only one number left. If anyone in interested let me know I would like to do this as a bid with mile stones
milestone 1 ability for me to upload cvs file of the number and for them to be displayed on a full desktop screen that will allow me to use it on a green screen.
