Build me an app

Looking for an app to be built that I can maintain. Wanting to input data about financing program parameters. Once the data is entered, I would then like a functionality where a consumer can put in details and then an algorithm figures out the best 3 finance lenders (based off the data in the back screen) also looking for it to figure other good lender options if some of the details were manipulated.
