API for Alternate Travel Options

I'm looking for a developer with strong expertise to create an algorithm and code that provides alternate travel options in India when a journey's train ticket is in waiting list. The code will need to be integrated into an API or a similar solution.
Key features:
- If a train ticket is not available, the code should suggest alternate travel options such as flights, buses, or cabs.
- The recommendations should primarily prioritize travel time.
- The algorithm should also include suggesting the best tourist and must-visit places in the source and destination locations.

As for data sources, I currently do not have access to any specific APIs or travel databases, so you may need to source this information or recommend suitable APIs.
