Sue state for brain damage I got in there custody

At 15 I got a traumatic brain damage Injury while in state custody and my entire life has been adversely effected I’m on ssi disability and I’m applying for ssdi survivors benefits and back pay due to my disability! I’ve never been able to maintain a job because of my brain injury! I’m already recognized as having a disability but I’m looking to get paid for the life I woulda had if I didn’t get a traumatic brain injury while in state custody and there is a stipulation in the case of brain injuries that states you can still sue if you weren’t mentally capable previously because brain injury!
