Diesel Level Monitoring & Controlled Dispencing System

My name is Tim Young, I require the services of a embedded systems engineer to assist with design, development and code to implement a cloud based diesel fuel monitoring and dispensing system for a commercial agricultural client, the requirement include:
1. Real time fuel level monitoring in the cloud of multiple storage tanks with warning notifications.
2. Two level identification before diesel dispensing (Operator ID & vehicle ID).
3. Vehicle consumption & Operator data to be stored in cloud based platform e.g. Azure, Google Cloud, Thinger etc. and available on mobile app.
4. System will have to be very robust to withstand harsh environmental conditions.
