Looking for IOT developer for smart personel Sensing device

I am looking for an IOT developer who can support me to develop a smart device similiar but not same as smart watch. It is just a smart device which can able to fix in a jewelry or goggles. This smart device should able sense the human panic, heart bits, chicks, louder noise, rushing sense and send allot message to server through GSM communication. This should be a compact and reliable device. Scope includes, design, prototype development, testing and validation. During prototype testing and validation process, proper care should be taken by freelancer.
