Innovative Multiphase O&G App Designer

We are looking for collaboration with a SME for a VFM (Virtual Flow Meter) for a multiphase Oil & Gas production Well. This work is not for on the job learning/training. If you have not done this kind of work already, or have NDA secrecy issues about sharing info, please do not apply. We are expecting an end to end solution, If you cannot provide, please advise the areas you will not be able to provide.
1. List of features you will support.
2. List of sensors needed with suggested make/models
3. You may use any IDE, language for development, but eventually it must be in .NET core; so it is cross platform
4. Avoid using any 3rd party SW products w/o access to source code and that are licensed. if unavoidable, share explanation, get approval before using them.
5. Use AI/ML, soft sensors to develop models and Digital twins of the meter
6. Cover most of the variability that could be encountered in the system with full user configurability.
7. SW should support multiple flow streams
8. Well test, proving, conventional, non-conventional & other types of wells, various possible scenarios be available.
9. Well, pipe parameters shall be configurable
10. testing procedure at your, our and site for verification
