J1939 CANbus to MQTT Conversion

Introduction:
We are seeking expert SMEs to help make a RPi5 based system with a Canbus adapter

The RPi will be Can master for a number of multi-drop slaves. The slaves may be different from each other.
The user configurable system will push the data via MQTT outside.
If you need help with MQTT side, we can help in any way.
The data polling and other comm related parameters must be user configurable. Provide a web server for operational data, configuration, status, diagnostics of the system. Also, show the messages in/out on both sides.
You may use openly available J1939, MQTT libraries. But source code of them & everything else must be provided. We can help you with the libraries, if you request. Any payments will only be paid after all the deliverables are given & approved by us.
We prefer Python or C but are open to your suggestions. The final solution should be with inaccessible source to end-users.
Any submissions must be submitted after thorough testing by you, so we are not making items list to fix for small issues. This will be delivered as a professional product to us. All the user manuals, installations details need to be provided in editable form.
Please advise how you will handle the slaves during testing/development. We prefer you use a SW emulator for slaves.
Provide all the source, supporting docs. Include some training for our techs.
