sending an enmail with cover letter and link to a list of 3000 email addresses from a company email address

I am looking to hire somebody to help with a project – I need to send out an email with a cover letter and link (to a promotional flyer)to a list of 3000 email addresses from my company email address. This is a promotional offer, so the purpose of sending the email is to create more awareness about my company and announce a special offer. I already have a cover letter drafted but I need someone who can help to finish it and write the email. I would like the emails sent out on a monthly basis to keep customers up-to-date.
