SOFTWARE FOR AUTOMATED PEC LOOKUP AND BULK PEC SENDING (WITH 1-YEAR MAINTENANCE) -- 2
Budget: €1,500 – €3,000 EUR
We are looking for a skilled developer or team to create a software solution that handles all of the following requirements. The project must include one year of ongoing maintenance and support to address potential changes in CAPTCHA systems, official websites, or any other aspects that could affect performance over time.
1. Daily Excel File Insertion
o What we do: We will upload an Excel file every day containing a new list of Italian companies to contact (or more Excel files a day, more requests a day)
o What the software must do: Automatically accept and process this file, ensuring that even if we have up to 1800–2000 entries daily, the process runs smoothly without manual intervention.
2. Automatic Reading and Extraction of “Codice Fiscale”
o The software should read each row of the Excel file and extract the company’s “Codice Fiscale” (Italian tax ID).
o It must handle variations in formatting (e.g., missing values, differing column orders) and properly flag or skip invalid entries.
3. Search for PEC Addresses on the Official Italian Website
o Using the extracted “codice fiscale”, the system must query the official website (which we will provide) to find each company’s PEC (Italian certified email address).
o The queries must be handled efficiently and reliably.
o The software should handle exceptions (e.g., site downtime or company not found) gracefully.
4. Automated CAPTCHA Solving
o The process should include a reliable method to detect and solve CAPTCHAs without human intervention.
o This may involve integration with third-party CAPTCHA-solving services or other automated recognition techniques.
o Since CAPTCHA systems can change, ongoing maintenance must cover updates to keep this feature working.
5. Change IP and Browser Details (Proxy + User Agent) to Avoid Blocks (or other systems)
o Implement a rotation strategy for IP addresses (using proxies) and browser user agents to prevent the official site from blocking or throttling the software.
o Optional strategies could include randomizing query intervals, simulating realistic browsing patterns, or other stealth measures.
o Maintain logs or metrics to demonstrate successful anti-blocking measures over time.
6. Subsequent Intermittent PEC Emails to Confirmed Addresses
o Once PEC addresses are confirmed, the system should be able to send bulk PEC emails on an intermittent basis (TEXT + PDF ATTACHED, we will give to you).
7. Use Either One PEC Address or Multiple PEC Addresses
o We want the flexibility to send from a single PEC address or from multiple PEC addresses (e.g., mycompany01..pec.it, mycompany02..pec.it, etc.), depending on volume and strategy.
o It is essential that each PEC address used for sending includes our company name to maintain brand consistency.
8. Integrate a Third-Party Service or Use a Custom System for Sending
o We are open to using a third-party mailing service that supports PEC or to using a custom-built mailing module.
o The freelancer must outline all costs associated with each option (e.g., monthly fees, pay-per-email charges, server hosting, etc.).
9. Detailed Tracking of Receipt and Read Status (in REAL TIME)
o We need visibility into who has received the emails and who has read them (PEC platforms provide read confirmations).
o These metrics must be captured and included in the system’s logs and final reports (e.g., an updated or separate report once sending is complete).
10. Automated Resending if Messages Are Not Read or Received
• If certain recipients have not opened, read, or otherwise engaged with our email within a specified timeframe (to be determined), the system should automatically resend.
• This feature should be configurable to avoid spamming.
11. Ensure Sending Limits Are Not Exceeded (Anti-Spam and Rate-Limiting)
• The system must include safeguards so that the volume of daily or hourly sends does not trigger spam filters or result in blocking.
• A robust queue or throttle mechanism should be used, especially if we send from multiple PEC addresses.
12. Daily Volume of 1800–2000 PEC Emails
• We expect to send to 1800–2000 PEC addresses each day, based on the new Excel lists uploaded.
• The software must be able to handle this volume efficiently, with no downtime or errors.

ONE YEAR OF MAINTENANCE AND SUPPORT
• We require at least twelve (12) months of maintenance included in the initial project cost.
• Maintenance must cover fixes or updates needed if the CAPTCHA process changes, if the official site modifies its structure or blocking methods, or if new anti-spam measures arise.
• After the first year, we can discuss an ongoing maintenance fee or retainer if further updates are needed.
