Powermta isp config

Hello, i want someone to help me make config powermta for a specific isp
Here is what’s this isp accept
- Maximum 3 concurrent connections per IP.
- 1000 connections per hour
- 100 messages per connection

I want a config that respect those rules and let me send the maximum without breaking these rules
