Looking for a digital marketing expert for startup

I am looking for a full-time long-term digital marketing expert for a marketplace startup. I would prefer someone with startup experience or have worked with govtech startup and can help me develop and successfully implement the marketing strategies and manage our email marketing and writing. I am looking for a person to work directly with, and NOT an agency.
