Email Marketing for Home Health Care Agency

I'm looking for an experienced email marketing specialist to help promote my home health care agency.
Main goal is to increase referrals sent to our agency from case managers and other health agencies to refer clients and complete referral forms. I have a list of case managers and others who maybe able to refer clients to our agency however I need someone specialized who is going to make sure the emails sent from our agencies do not end up being marked as spam but instead are in primary email box of these referrers.
This will be a small project to start.
