Configure Amazon SES for Newsletters

I need an email newsletter setup and testing using Amazon SES for marketing. I have 215k email addresses to send to.

Requirements:
- Create an HTML newsletter template with a minimalistic/clean design
- Configure the SES
- Send test e-mail to my database
