Cold email smtp etc setup

I am looking for a freelancer to help me setup and configure an SMTP service for my cold email campaigns. I am not quite sure whether I will opt for a hosted service or self-hosting, so I'd be grateful for a professional opinion in that regard. Moreover, I will need additional features such as tracking and customization included in the service, and help with the configuration and installation process.
