Cold Email Warm-Up Funnel

I have a sizeable B2C list that was purchased, so every address on it is stone-cold. My primary objective is to guide these contacts through an email sequence that nudges them toward a clear, compliant opt-in, turning the list into a genuinely warm audience I can keep speaking to long-term. In short, I need a strategy that moves “cold email” into “warm, permission-based email.”

Right now I have:
• A raw CSV of addresses sourced from a data broker

I want someone who is experienced in using Smartlead, to help me create a budget and a plan (realistic for execution not just hope), that will allow us to inbox at a high rate. Our list is a targeted audience who has never heard of us before, but that doesn't mean they won't want our content. We just need to get in front of them. Our product is of their interests.
