Bulk Email Server Setup for Marketing

I'm looking for an expert to set up a bulk email server for my marketing campaigns. I plan to send out between 10,000 to 100,000 emails per month. The ideal candidate should have proven experience in setting up and managing bulk email servers, as well as ensuring compliance with email regulations to prevent server blacklisting. Also should have a strategy for improving the inbox rate.
