Build a Bulk Email Sending Platform - Unlimited Emails

We would like someone to build a platform so that we can send emails in bulk at a rate of 4000 emails per hour. The platform should be delivered ready to go and include setup, SMTP, VPN, Warm-up system, rotating IP, and no charges per email campaign.
The platform will be used to send emails to our email list database with campaigns ranging from 20000 addresses to 900000 addresses.
