Build a Bulk Email Sending Platform - Unlimited Emails

We would like someone to build a platform so that we can send email in bulk at a rate of 4000 emails per hour. The platform should be delivered ready to go and include setup, SMTP, VPN, Warm up system, rotating IP and no charges per email campaign.
The platform will be used to send emails to our email list database with campaigns ranging from 10000 addresses to 750000 addresses.
