Appointment Alert Bot Development

I need a bot to monitor an immigration services site for appointment availability. The bot should send me an email alert when the site stops displaying a "no appointments available" popup.
The bot will need view a URL (which it will need to authenticate for).

Requirements:

- No need to make appointments, just notify
